Thia Cheong Meng received his Master of Technology(Knowledge Engineering) from the National University of Singapore (Institute of System Science) and a Bachelor of Science (Chemical Engineering) from the University  of  Singapore. He is a Functional Safety Expert (TUV Rheinland, PH&RA).

Cheong Meng is a Principal Risk Consultant with more than 30 years of experience in the petrochemical industry. He has worked for several major companies in areas of Engineering and Operations with responsibilities in management of poison chemicals, process design, construction, commissioning and operations. He has also been involved in the troubleshooting and technical support of HDPE plants as well as the implementation of process safety management systems.

Over the years, Mr Thia has been involved in a wide spectrum of Safety Activities and Works which includes:

  • Regulatory Compliance
  • QRA studies for submission to government agencies for project planning approval. Preparation of offsite and onsite Emergency Response Plans. Conducted MOM risk assessment studies and statutory technical safety audits for compliance with SS506 Part 3. PSM audits for Oil and Gas Terminals. Prepared Safety Cases for compliance with EMA Gas Safety Code. Conducted safety training covering QRA, HAZOP/SIL, confine space entry, work permit system, emergency response planning.
  • HAZOP/LOPA : Facilitated many HAZOP/SIL Studies for petrochemical plants, off shore platforms, major Oil and Refinery companies.
  • HEIS : Requirements analysis of Hazmat Emergency Information System (HEIS) for use by government agencies for responding to Hazmat disaster at the national level.
  • eHESS :Project Manager for electronic Health Environment Safety and Security (eHESS) consultancy study on Jurong Island.
